The Government of India has approved a grant-in-aid of ₹1000 crore under the 'Promotion of Bulk Drug Parks' scheme for developing Common Infrastructure Facilities at the Bulk Drug Park in Haroli, District Una, Himachal Pradesh. The approved infrastructure includes a Common Effluent Treatment Plant with Zero Liquid Discharge having 5 Million Liters per Day capacity at an estimated cost of ₹244.43 crore.
Financial Details and Project Status
The total project cost is ₹1,923 crore with Common Infrastructure Facilities costing ₹1,118.46 crore, of which ₹1,000 crore is the central government grant. The first installment of ₹225 crore from the central grant was released on February 20, 2023, to Himachal Pradesh Bulk Drug Park Infrastructure Ltd. (HPBDPIL), the State Implementing Agency. The state government has released ₹35.53 crore, and as of June 30, 2026, ₹116.00 crore from the central grant and ₹0.24 crore from state funds have been utilized for infrastructure development.
Current Progress and Tenders
Environmental clearance for the park was granted on September 25, 2025. A tender worth ₹178.72 crore for Phase 1 civil works including internal roads, drainage, and bridges has been awarded and work is underway. Additional tenders worth ₹573.6 crore have been released for Zero Liquid Discharge with CETP (₹273.6 crore) and steam generation and distribution (₹300 crore). A separate ₹100 crore tender for site demarcation, grading, and land leveling has been awarded and work is progressing in Phase 1 covering 800 acres.
Expected Outcomes and Infrastructure
The Detailed Project Report estimates direct employment generation of 15,000-20,000 persons and expected investment of ₹8,000-10,000 crore. The park will feature common infrastructure including Solid Waste Management Facilities, Solvent Recovery System, assured water supply, reliable power infrastructure, and centralized utilities designed to reduce capital and operating costs for manufacturers. These facilities aim to improve competitiveness, encourage domestic production of APIs and Key Starting Materials, strengthen the pharmaceutical manufacturing ecosystem, and reduce import dependence.
Additional Considerations
The state government's request for additional financial assistance for the CETP with ZLD facility was denied as scheme guidelines restrict assistance to the approved grant-in-aid. There are no plans to establish an NIPER extension center near the park. The state government has engaged with concerned authorities regarding gas pipeline extension, multimodal logistics park development, road connectivity from NH-44, and railway line extension from Jaijon, Punjab to the project site.
