Ministry of Information & Broadcasting Announces Film Industry Growth Measures

The Ministry of Information and Broadcasting has announced two significant policy decisions following a high-level review meeting chaired by Union Minister Shri Ashwini Vaishnaw in New Delhi on June 29, 2026. These structural measures are designed to bolster film production, distribution, and technological integration across the Indian film industry.

Establishment of High-Level Study Group

The Ministry has constituted a high-level Study Group chaired by Shri Prasoon Joshi, which will include industry experts and technology partners. This group has been mandated to conduct a comprehensive study of the opportunities and challenges facing Indian cinema, with specific focus on enhancing global competitiveness, adopting new technologies including Artificial Intelligence and virtual production, and addressing financing challenges for film production and distribution. The Study Group will consult with all relevant stakeholders across the country and is required to submit its report to the Ministry within three months. Additionally, the group will work with State Governments to identify best practices and recommend a complete policy framework for the long-term growth of Indian cinema.

Model State Cinema Regulations

Recognizing that cinema and theatre regulation falls under the State list and that divergent state-level rules have created roadblocks for cinema infrastructure development, particularly in small towns and rural areas, the Ministry has prepared Model State Cinema Regulations. These model rules were drafted after consultations with all stakeholders and have been formally circulated to all State Governments with a request for adoption. The Ministry has committed to providing assistance to States for implementation of these standardized regulations, which aim to streamline permissions and accelerate cinema infrastructure development across the country.

Both initiatives are positioned as complementary measures that will collectively build a strong, modern, and globally competitive Indian film industry while maintaining cinema's role as a powerful medium for creativity, culture, and innovation.
