The Indian Cost Accounts Service (ICoAS) celebrated its Foundation Day on August 9, 2026, in New Delhi under the theme "Role of ICoAS Officers in Cost Optimization for Atmanirbhar Bharat". The event was organized under the aegis of the Department of Expenditure, Ministry of Finance, with Shri Rajesh Kumar Singh, Secretary of the Department of Defence, serving as Chief Guest and Shri Sanjeev Kumar, Secretary of Defence Production, as Guest of Honour.
Shri Rajesh Kumar Singh praised ICoAS officers for their professionalism, analytical acumen, and dedication to strengthening cost management practices across government ministries, particularly noting their catalytic role in advancing Atmanirbhar Bharat through judicious cost optimization and prudent resource utilization in the defence sector. He emphasized that financial prudence and commercial expertise are critically important during the unprecedented transformation of the defence sector.
Shri Sanjeev Kumar highlighted the increasing relevance of cost accounting expertise in bolstering indigenous manufacturing capabilities, which reduces India's reliance on imports and enhances export competitiveness. He commended ICoAS officers' strategic role within the defence production ecosystem and called for reinvention of the service to adapt to changing defence acquisition scenarios and develop deeper synergy with strategic sectors.
Shri V. Vualnam, Secretary of Expenditure, conveyed via video message his appreciation for ICoAS officers' valuable contributions to government cost management. He emphasized that with growing private sector participation and Public-Private Partnerships in advancing Atmanirbhar Bharat, ICoAS officers will play a significant role in ensuring cost efficiency, appropriate risk allocation, and sound project structuring.
Shri Anand Kumar Pal, Chief Adviser (Cost) and Head of ICoAS, urged officers to embrace technology and innovation to serve as financial analysts for the government, while upholding the highest standards of integrity and professionalism. He stressed the adoption of latest financial modeling tools, advanced data visualization techniques, and analytical frameworks to support farsighted financial advice and sound policy design for Viksit Bharat.
The event featured the release of a commemorative e-brochure chronicling ICoAS's evolution, key functions, achievements, and capacity-building initiatives. Six young ICoAS officers received 'Sarvottam', 'Ati Uttam', 'Uttam', and 'Protsahan' appreciation certificates from the Defence Secretary in recognition of their outstanding contributions.
Technical sessions included a presentation on "Use of Artificial Intelligence in Public Financial Management" by Shri Nandkumaram, who elaborated on AI's transformative potential across the public finance value chain, and a session on "Stress Management" by Shri Arvind Raj, who shared practical strategies for maintaining mental well-being and professional resilience. The celebration served as a platform for capacity building, knowledge exchange, and strategic dialogue, reinforcing ICoAS's commitment to a self-reliant and economically resilient India.
