India and Luxembourg Explore Expanded Technological Collaboration
Luxembourg's Minister of Economy, SME, Energy and Tourism, Mr. Lex Delles, met with India's Union Minister for Science & Technology and Earth Sciences, Dr. Jitendra Singh, to propose identifying concrete areas of collaboration primarily in the space sector, with additional focus on emerging technologies and life sciences. The meeting, which included senior officials from both countries, discussed mechanisms for cooperation in Artificial Intelligence, quantum technologies, advanced materials, and life sciences, with specific inputs to be developed ahead of Luxembourg's proposed State Visit to India in January 2027.
Dr. Jitendra Singh emphasized that the strong foundation of India-Luxembourg relations provides favorable basis for deeper cooperation, referencing Prime Minister Narendra Modi's virtual meeting with his Luxembourg counterpart in 2020. The space sector remains a central pillar of bilateral partnership, with an existing MoU on cooperation in exploration and use of outer space for peaceful purposes signed in February 2022. The commercial dimension has developed through communication satellite transponder leasing and the launch of two Luxembourg satellites on commercial terms onboard PSLV, with IN-SPACe and Luxembourg Space Agency engaging to promote greater interaction between the two countries' space ecosystems.
India shared its comprehensive space roadmap, highlighting the importance of navigation and communication satellites in the near term, with long-term ambitions of establishing an Indian space station by 2035 and undertaking a human landing on the Moon by 2040. The expanding participation of India's private sector in space programs is opening new possibilities for international and commercial partnerships. Both sides discussed opportunities for Luxembourg's space industry to engage with India's private space ecosystem, specifically in Earth Observation imagery, communication transponders, commercial satellite and satellite-subsystem realization, launch vehicle services, ground stations, and mission support. Luxembourg-based company SES is already engaged with Indian entities and IN-SPACe on opportunities relating to satellite capacity, user terminals, and satellite and ground subsystems.
Artificial Intelligence and high-performance computing emerged as another significant area for potential cooperation. India is expanding computing capacity, procuring additional GPUs, and developing indigenous large language models suited to the country's linguistic diversity. Luxembourg shared plans for a new AI-oriented high-performance computing facility and expressed interest in enabling greater private sector interaction, with both sides discussing connecting Indian and Luxembourg companies and institutions in this domain.
Quantum technologies were identified as offering substantial scope for collaboration, with India's National Quantum Mission making progress in quantum communication, computing, sensing, and related areas. The technologies have applications across healthcare, security, and space sectors, with optical communication in conjunction with the space sector presenting a particularly promising area for India-Luxembourg cooperation.
In life sciences and biotechnology, India's BioE3 policy focuses on biotechnology-led economic and scientific development, with potential for collaboration with Luxembourg institutions including the Luxembourg Institute of Health and Luxembourg Centre for Systems Biomedicine, particularly in neurodegenerative diseases and Alzheimer's disease. India's growing public-private approach to vaccine development and medical research, including recent opening of nuclear medicine research to the private sector, could create additional opportunities for international institutions and industry participation.
The meeting concluded with both sides emphasizing the need for structured engagement between Indian and Luxembourg institutions, research ecosystems, and industry, using the proposed January 2027 State Visit as an opportunity to give greater momentum to bilateral cooperation across space, AI, quantum technologies, life sciences, and advanced technologies.
