India-Luxembourg Ministerial Meeting on Technological Collaboration
Luxembourg's Minister of Economy, SME, Energy and Tourism, Mr. Lex Delles, met with India's Union Minister Dr. Jitendra Singh (holding independent charge for Science & Technology, Earth Sciences, and Department of Space) to propose identifying concrete areas of bilateral collaboration, primarily in the space sector. The meeting, which included senior officials from both governments, discussed expanding cooperation into emerging technologies and life sciences, building on existing partnerships ahead of Luxembourg's proposed State Visit to India in January 2027.
Existing Space Partnership and Expansion Plans
India and Luxembourg have an existing Memorandum of Understanding on cooperation in the exploration and use of outer space for peaceful purposes, signed in February 2022. The partnership has developed commercial dimensions including communication satellite transponder leasing and the launch of two Luxembourg satellites on commercial terms onboard India's PSLV (Polar Satellite Launch Vehicle). IN-SPACe (Indian National Space Promotion and Authorization Centre) and the Luxembourg Space Agency have been engaging to promote greater interaction between the two countries' space ecosystems.
Dr. Jitendra Singh shared India's broader space roadmap, emphasizing the importance of navigation and communication satellites in the near term, with long-term ambitions of establishing an Indian space station by 2035 and undertaking a human landing on the Moon by 2040. The expanding participation of India's private sector in space programs is opening new possibilities for international and commercial partnerships.
Specific Collaboration Areas Identified
The meeting identified multiple concrete areas for cooperation, including Earth Observation imagery, communication transponders, commercial satellite and satellite-subsystem realization, launch vehicle services, ground stations, and mission support. Luxembourg-based companies, including SES, are already engaged with Indian entities and IN-SPACe on opportunities relating to satellite capacity, user terminals, and satellite and ground subsystems.
Artificial Intelligence and high-performance computing emerged as another significant area, with India expanding computing capacity, procuring additional GPUs, and developing indigenous large language models suited to the country's linguistic diversity. Luxembourg shared plans for a new AI-oriented high-performance computing facility and expressed interest in enabling greater private sector interaction.
Quantum technologies were discussed with significant scope for collaboration, particularly through India's National Quantum Mission which has made progress in quantum communication, computing, sensing, and related areas. Optical communication in conjunction with the space sector was identified as a particularly promising area for cooperation.
In life sciences and biotechnology, discussions focused on India's BioE3 policy and potential collaboration with Luxembourg institutions including the Luxembourg Institute of Health and the Luxembourg Centre for Systems Biomedicine, particularly in areas of common interest such as neurodegenerative diseases and Alzheimer's disease. India's growing public-private approach to vaccine development and medical research, including the recent opening of nuclear medicine research to the private sector, creates additional opportunities for international institutions.
Preparations for Future Engagement
The proposed State Visit from Luxembourg to India in January 2027 is viewed as an opportunity to give greater momentum to bilateral cooperation. Dr. Jitendra Singh suggested that the Embassy remain engaged with concerned Indian institutions to identify areas of interest in advance and develop specific proposals for discussion during the visit. The meeting reflected the growing breadth of India-Luxembourg cooperation from established space partnerships toward wider engagement in AI, quantum technologies, life sciences, and advanced technologies, with both sides exploring practical avenues to connect their respective institutions, research ecosystems, and industries.
