India's Space Sector Growth and Reforms

India's space economy has expanded significantly, currently valued at USD 9 billion as of August 2026 with projections to reach USD 40-45 billion over the next decade. The sector has seen remarkable private participation growth, with registered space start-ups increasing from just 1 in 2014 to approximately 440 by August 2026. Private investment surged nearly six-fold from USD 100.5 million in 2021-22 to USD 618.5 million by March 31, 2026, including USD 187 million during 2026 alone.

Regulatory Framework and Institutional Support

The Indian Space Policy 2023 expanded private participation across the space value chain, defining roles for NewSpace India Limited (NSIL) and Indian National Space Promotion and Authorisation Centre (IN-SPACe). NSIL, ISRO's commercial arm, saw revenue increase from ₹321.77 crore in FY 2021-22 to over ₹3,000 crore in FY 2024-25, reflecting growing commercialization. NSIL has signed 118 Technology Transfer Agreements for 83 ISRO technologies to Indian industry, while IN-SPACe facilitated 71 technology transfers to industry and start-ups as of January 31, 2026. Foreign Direct Investment rules were liberalized in February 2024, allowing up to 74% automatic FDI for satellite manufacturing and operations, 49% for launch vehicles and spaceports, and 100% for satellite and ground-segment components.

Funding and Support Mechanisms

Targeted financing initiatives include the IN-SPACe Seed Fund Scheme for early-stage space start-ups, a ₹1,000 crore Venture Capital Fund for growth capital, and a ₹500 crore Technology Adoption Fund for wider deployment of space technologies. The Satellite Bus as a Service (SBaaS) Scheme has been allocated ₹75 crore to support satellite bus capabilities development. The Earth Observation Public-Private Partnership (EO-PPP) framework has secured around ₹1,200 crore in private investment commitments for India's first privately owned Earth observation satellite constellation.

Launch Capabilities and International Partnerships

India has operationalized four indigenous launch vehicles: PSLV, GSLV, GSLV Mk III, and SSLV. From July 2023 to June 2026, India successfully completed 12 launch vehicle missions carrying 11 national satellites and 9 international customer satellites. Foreign satellite launches increased from 35 before 2014 to 399 as of January 2026. India has established 300+ space cooperation agreements across 61 countries and 5 multilateral organizations covering research, technology, joint missions and capacity building.

Mission Achievements and Future Plans

Chandrayaan-3 made India the first country to soft-land near the Moon's south pole in 2023. The Gaganyaan human spaceflight program, approved in January 2019 with expanded scope in September 2024, now has a total outlay of ₹20,193 crore encompassing 8 missions including precursor flights for the Bharatiya Antariksh Station. The first uncrewed experimental mission is targeted for Q4 2026, with crewed mission targeted by 2027. India plans to operationalize a five-module space station by 2035, with BAS-01 planned for launch by 2028. Future missions include Chandrayaan-4 for lunar sample return in 2027, Chandrayaan-5/LUPEX joint ISRO-JAXA mission for lunar volatiles study, and Venus Orbiter Mission targeted for March 2028.

Advanced Technology Development

ISRO is developing a 200-tonne thrust semi-cryogenic engine, semi-cryogenic booster stage for LVM3, booster recovery using VTVL technology, partially reusable Next Generation Launch Vehicle using LOX-Methane propulsion, winged orbital re-entry vehicle for RLV programme, and air-breathing propulsion technology. These advancements will enable more powerful launch vehicles, higher payload capacity, rocket-stage reusability, and reduced launch costs.
