Indian Army Launches Bharat Rice Initiative with FCI Partnership
The Indian Army launched the 'Bharat Rice' initiative for defence forces on October 12, 2026, in a ceremony attended by Raksha Mantri Shri Rajnath Singh and Minister of Consumer Affairs, Food & Public Distribution Shri Pralhad Joshi. The initiative involves supplying superior quality rice directly to Army Supply Depots, including those in far-flung areas of Ladakh and the North East, rather than having Army depots collect from local FCI facilities.
Operational Logistics Enhancement through FCI MoU
A significant Memorandum of Understanding was signed between the Indian Army and Food Corporation of India (FCI) for utilization of FCI's infrastructure during operational contingencies. The 5-year MoU (extendable by mutual consent) provides formal framework for the Army to utilize identified FCI warehousing infrastructure, labour resources, and material-handling equipment. Coordination will be undertaken at formation level between the Army's Supply and Transport elements and FCI's Regional and Divisional Offices, integrated into operational logistics plans.
Strategic Importance and Operational Lessons
The initiative draws upon operational lessons from Operation Sindoor, which highlighted the requirement for resilient logistics arrangements during contingencies that may arise at short notice and extend over prolonged periods. Raksha Mantri emphasized that modern warfare requires robust logistics chains, storage capacity, transportation networks, and timely replenishment capabilities. The arrangement will enable additional storage, rapid mobilisation, dispersion and forward positioning of rations, stores and equipment closer to operational areas.
Product Specifications and Implementation
Bharat Rice will be milled to prescribed defence specifications and supplied through National Agricultural Cooperative Marketing Federation of India Limited (NAFED) during Financial Year 2026-27. The rice will undergo requisite quality-control checks and will be free from foreign matter and admixtures, with minimal broken, damaged and discoloured grains. Procurement in 10 kg and 30 kg ergonomic bags will ease handling and transportation, particularly at forward posts. The initiative follows nearly 18 months of coordination among the Army, FCI, NAFED and the Department of Food & Public Distribution.
Whole-of-Government Approach
The initiative reflects a whole-of-government approach aligned with the vision of PM Gati Shakti, representing a dual-use approach where national infrastructure serves both civil and military needs. FCI possesses warehouses, storage infrastructure, modern silos, material handling equipment, and trained manpower across the country, including operationally significant areas. The Indian Army has also undertaken series of measures to improve ration quality and scales, including additional rations for Agniveer recruits and greater commonality in ration scales across the three Services, with organic rations also proposed to be introduced.
