Indian Navy Inaugurates Project Seabird Phase IIA Infrastructure at Karwar
General NS Raja Subramani, Chief of Defence Staff and Secretary of the Department of Military Affairs, inaugurated critical infrastructure as part of Project Seabird Phase IIA at Naval Base, Karwar on October 8, 2026. The inauguration ceremony was attended by VAdm Vivek Dahiya, Director General Seabird, and other senior officers.
The newly inaugurated residential accommodation at East of Manzil Creek (EOMC) and Amadalli includes one tower of Senior Sailors married accommodation comprising 60 Dwelling Units (DUs), one tower of 60 DUs for Naval Defence Civilians, inliving accommodation for 156 DSC personnel, and a KG School. These residential accommodations with amenity facilities were constructed by M/s NCC Ltd, Hyderabad, while the trunk infrastructure was built by M/s Cemindia Projects India Ltd.
This infrastructure development is part of the ongoing Phase IIA of Project Seabird, which aims to support the basing of ships and submarines at Karwar. The comprehensive scope of Phase IIA includes construction of a dual-use Naval Air Station, a full-fledged Naval Dockyard, and logistics facilities for ships and aircraft. The Naval base currently houses approximately 10,000 uniformed and civilian personnel with their families.
The project is expected to significantly boost the local economy, industry, and tourism in the Uttara Kannada region, creating numerous direct and indirect job opportunities. Project Seabird conforms to the extant norms of the Ministry of Environment, Forest & Climate Change (MoEF & CC) and the Indian Green Building Council (IGBC), and upon completion is targeted to achieve IGBC Gold rating. The project strongly aligns with the Aatmanirbhar Bharat initiative, sourcing over 90% of materials and equipment domestically.
