Indian Railways Budget Utilization and Infrastructure Development
Indian Railways has utilized ₹1,14,973 crore (approximately 39%) of its total budget grant of ₹2,93,030 crore for fiscal year 2026-27 as of July 2026. Safety remains the highest priority, with expenditure on safety-related activities showing a consistent increase from ₹39,200 crore in 2013-14 to ₹1,20,389 crore allocated for 2026-27.
Kavach Safety System Implementation
The indigenously developed Automatic Train Protection (ATP) system, Kavach version 4.0, has been successfully commissioned on 2,633 route kilometers as of July 31, 2026. This includes 1,423 Rkm on the Delhi-Mumbai route and 1,210 Rkm on the Delhi-Howrah route. Specific completed sections include Tilak Bridge to Virar (1,327 Rkm), Vadodara to Ahmedabad (96 Rkm), Chipyana to Subedarganj (563 Rkm), and several other critical segments. The system has been installed across 7,726 route kilometers of track-side equipment, with 11,547 km of optical fiber cable laid, 1,721 telecom towers installed, and 1,009 station data centers operational. Additionally, 6,290 locomotives have been equipped with Kavach, with work ongoing for 7,190 more locomotives and 1,200 EMU/MEMU units. Total expenditure on Kavach works reached ₹3,875 crore by June 2026, with an allocation of ₹2,066 crore for the 2026-27 fiscal year. Successful trials at 160 km/h have been conducted using Vande Bharat trainsets.
Track Speed Upgradation and Capacity Enhancement
Significant progress has been made in upgrading track speed potential, with 81% of railway tracks now capable of supporting speeds of 110 km/h or higher. The percentage of tracks supporting 130 km/h and above increased from 6.3% (5,036 track km) in 2014 to 22.5% (24,173 track km) in 2026. Tracks supporting 110-130 km/h increased from 33.3% to 58.1% (62,482 track km), while those below 110 km/h decreased from 60.4% to 19.4% (20,897 track km). The New Delhi-Mumbai and New Delhi-Howrah routes are being upgraded to 160 km/h under Mission Raftaar.
Infrastructure Project Portfolio
Indian Railways has sanctioned 514 infrastructure projects with a total length of 40,000 km at an approximate cost of ₹8.31 lakh crore. This includes 169 new line projects (16,634 km, ₹1,57,572 crore expenditure), 29 gauge conversion projects (3,987 km, ₹24,227 crore expenditure), and 316 doubling projects (19,379 km, ₹1,23,454 crore expenditure). Total expenditure on these projects reached ₹3,05,253 crore by March 2026, with 12,583 km already commissioned. The average daily commissioning rate of new tracks nearly doubled from 4.2 km/day during 2009-14 to 8.32 km/day during 2014-26, with 36,429 km of new track commissioned in the latter period.
Employee Training and Capacity Building
Approximately 600,000 railway employees are trained annually through a comprehensive ecosystem including Centralized Training Institutes (CTIs), Multi-disciplinary Zonal Training Institutes (MDZTIs), and Multi-disciplinary Divisional Training Institutes (MDDTIs). Gati Shakti Vishwavidyalaya (GSV) and CTIs offer specialized programs for various public sector undertakings including Coal India Limited, NTPC, SAIL, DFCCIL, BPCL, FCI, CWC, CONCOR, IOCL, and defense forces. Training modules focus on digitalization of freight operations, multimodal logistics, customer-centric services, and emerging technologies, with continuous curriculum updates to incorporate new operational requirements.
