Kremlin spokesman Dmitry Peskov said there is no risk to Russia's fuel supplies despite recent Ukrainian drone attacks on refineries.
Attacks have targeted Kirishi, Moscow, Nizhny Novgorod, Ryazan, Yaroslavl and Rosneft-owned Syzran refineries, doubling hits since start of year.
Peskov noted production declines in some regions are due to seasonal maintenance, and a compensation system is included in the fuel balance.
