The Legislative Department of the Ministry of Law and Justice has launched an Interaction Series aimed at providing a platform for senior officers to share their experiences and professional insights on leadership, administration, and personal effectiveness with departmental staff. The inaugural session was held on November 5, 2026, at the विधायी प्रशिक्षण सभागार in Kartavya Bhavan 2, New Delhi, chaired by Dr. Manoj Kumar, Additional Secretary of the Legislative Department.

Smt. Akali V. Konghay, Additional Secretary of the Legislative Department, delivered the keynote address on the theme 'Improving Values and Personal Effectiveness in Leadership.' She emphasized that leadership extends beyond formal authority and is demonstrated through personal conduct, values, and actions that influence others. Konghay stressed that leadership begins with personal transformation and requires vision, purpose, effective communication, accountability, collaboration, and a commitment to developing others, with service as its fundamental basis.

She introduced the 'Five Cs of Purposeful Leadership' framework: Consistency, Culture, Contribution, Community, and Curiosity. This framework encourages practicing values like integrity, humility, honesty, compassion, and accountability; fostering positive organizational culture; making meaningful contributions using unique gifts and resources; developing community responsibility; and maintaining curiosity with continuous learning. Konghay highlighted that personal effectiveness involves becoming a better individual who meaningfully contributes to others' lives, with leadership measured by the positive difference made in others' lives and the ability to inspire future leaders.

The session attracted participation from more than 80 officers and officials of the Legislative Department, providing an opportunity for reflection on ethical values, purposeful leadership, personal growth, and collective responsibility. The Interaction Series is planned as an ongoing initiative to promote knowledge-sharing and best practices within the department.
