Shivraj V. Patil was born on October 12, 1935, in Chakur village of Latur district, Maharashtra, and passed away on December 12, 2025. After earning a Master's degree in Law from Bombay University, he began his legislative career in 1972 as a Member of the Maharashtra Legislative Assembly, serving as its Speaker from 1978 to 1979. He was first elected to the Seventh Lok Sabha in 1980 from the Latur parliamentary constituency and represented it across multiple consecutive terms.
Patil achieved the rare distinction of being unanimously elected as Speaker of the Tenth Lok Sabha, serving from July 10, 1991, to May 22, 1996. His tenure was marked by several landmark parliamentary initiatives, including the constitution of 17 Departmentally-related Standing Committees on March 31, 1993, which strengthened Parliament's role in ensuring greater executive accountability. He also introduced the MPLADS scheme, computerization of information services for Members, and live telecast of parliamentary proceedings.
