Maharashtra Cooperative Sector Statistical Overview
As of July 15, 2026, Maharashtra contains 227,177 cooperative societies across 28 sectors, according to the National Cooperative Database. The sector-wise breakdown shows Housing Cooperative Societies dominate with 127,783 primary societies, followed by Credit & Thrift Societies (21,036), Dairy Cooperatives (13,709), and Primary Agricultural Credit Societies/LAMPS/FSS (21,257). The state has 138 district federations and 16 state federations, with the highest number of district federations in Labour Cooperatives (27) and state federations in Credit & Thrift (4) and Fishery Cooperatives (3).
PACS Computerization Project Expansion
The Government launched the Central Sector project for Computerization of PACS in 2022, initially approved for 63,000 PACS with ₹2,516 crore financial outlay. The project has been expanded to cover 79,630 PACS with a revised financial outlay of ₹2,925.39 crore, aiming to bring all functional PACS onto a common ERP-based national software and link them with NABARD through State Cooperative Banks and District Central Cooperative Banks. In Maharashtra, 12,178 PACS have been sanctioned under this project, with financial assistance of ₹29.14 crore provided—₹9.14 crore in FY 2025–26 and ₹20.00 crore in FY 2026–27.
NCDC Funding Disbursement
The National Cooperative Development Corporation has cumulatively disbursed ₹34,161.54 crore for cooperative sector development in Maharashtra as of June 30, 2026. The year-wise disbursement shows significant increases: ₹688.07 crore in FY 2021–22, ₹751.15 crore in FY 2022–23, ₹2,101.42 crore in FY 2023–24, ₹7,764.51 crore in FY 2024–25, and ₹5,100.79 crore in FY 2025–26, with ₹317.11 crore already disbursed in FY 2026–27 (as of June 30, 2026). Sugar sector received the majority funding: ₹653.84 crore (FY22), ₹686.65 crore (FY23), ₹2,004.34 crore (FY24), ₹7,617.50 crore (FY25), and ₹5,014.16 crore (FY26).
Ministry of Cooperation Initiatives
Since its inception on July 6, 2021, the Ministry has implemented eight key initiatives: Model Bye-laws enabling PACS to undertake over 25 business activities including PM-Kisan Samridhi Kendras and Common Service Centres; Cooperative-led White Revolution 2.0 aiming for 50% milk procurement increase over five years; income tax clarification that cooperative sugar mills aren't liable for additional tax on higher sugarcane prices paid up to FRP/SAP since April 2016; Union Budget 2023–24 allowing sugar cooperatives to claim pre-AY 2016–17 sugarcane payments as expenditure (₹46,000 crore relief); ₹1,000 crore scheme for ethanol plants and working capital through NCDC, which disbursed ₹10,005 crore to 56 cooperative sugar mills; parity for cooperative sugar mills in ethanol procurement under Ethanol Blending Programme; GST reduction on molasses from 28% to 5%; and Indian Potash Limited's initiative to revive closed cooperative sugar mills.
