The Ministry of Parliamentary Affairs provided details on implementation challenges faced by the National e-Vidhan Application (NeVA) program, which aims to digitize legislative processes across state and union territory legislatures. The primary challenge involved developing a generic application capable of accommodating the diverse rules of procedure, practices, and business processes followed across different State/UT Legislatures, while simultaneously addressing variations in ICT infrastructure, baseline digitalization levels, digital capacity, and adoption of paperless legislative processes by stakeholders.

To address these challenges, the implementation strategy incorporated suitable configurations within the application itself, provided financial assistance for procuring ICT infrastructure and technical manpower, conducted capacity-building and orientation programs, offered handholding support, and maintained continuous coordination with the concerned State/UT Legislatures. This information was formally presented by the Minister of State (Independent Charge) of Law and Justice and Minister of State of Parliamentary Affairs, Shri Arjun Ram Meghwal, in a written reply in the Lok Sabha on August 5, 2026.
