The Ministry of Heavy Industries has provided a comprehensive update on the implementation of the "Scheme for Enhancement of Competitiveness in the Indian Capital Goods Sector- Phase-II." The scheme has established four Smart Advanced Manufacturing and Rapid Transformation Hub (SAMARTH) Centres to promote Industry 4.0, which have significantly impacted the sector by benefiting over 2,700 industries through onsite demonstrations and awareness activities. Approximately 33,000 professionals have been trained through more than 300 training programs conducted by these centres.
Project Distribution
The state-wise distribution of sanctioned projects includes multiple components:
Centres of Excellence: Seven projects have been sanctioned across various states including Uttarakhand (IIT Roorkee), Delhi (IIT Delhi), Karnataka (IISc Bengaluru), Maharashtra (ARAI Pune), Uttar Pradesh (IIT BHU Varanasi), Tamilnadu (Si'Tarc Coimbatore), and IIT Madras (AMTDC).
Common Engineering Facility Centres: Four projects have been approved located in Karnataka (IISc Bengaluru), Maharashtra (C4i4 Pune), ARAI Pune, and Tamilnadu (BHEL Trichy).
Testing and Certification Centres: Six augmentation projects have been sanctioned across Maharashtra (ARAI Pune), Karnataka (CMTI Bengaluru), Madhya Pradesh/Telangana (BHEL), Punjab (IAHT Ludhiana), Institute of Machine Tools Technology Batala, and Kerala (Fluid Control Research Institute Palakkad).
Industry Accelerators: Nine accelerators have been established in Karnataka (ARTPARK IISc Bengaluru, FSID IISc Bengaluru, CMTI Bengaluru), Maharashtra (ARAI Pune), Tamilnadu (IIT Madras, SASTRA University Thanjavur, PSG College of Technology Coimbatore), Telangana (Indian School of Business), and Uttarakhand (IIT Roorkee).
Qualification Packages: Three projects have been developed including 23 QPs by ASDC for automotive sector in Delhi, 23 QPs by CGSSC, and creation of QPs for skill levels 6 and above by IASC SSC.
Financial Allocation
The financial details for the last three financial years show consistent funding: For FY2023-24, the revised allocation was ₹187.20 crore with ₹83.34 crore released/utilized; FY2024-25 had ₹184.00 crore allocated with ₹171.63 crore utilized; and FY2025-26 saw ₹120.00 crore allocated with ₹116.09 crore utilized.
The SAMARTH Centres focus on creating skill development programs in Industry 4.0, Digital Manufacturing, Robotics & Autonomous systems, and Additive Manufacturing. Additionally, the Ministry has sanctioned setting up 10 cluster Industry 4.0 Experience Centres nationwide through Centre for Industry 4.0 (C4i4) in Pune, including Industry 4.0 Experience Centre and Industry 4.0-enabled Model Factory for demonstrating Smart Manufacturing technologies.
