The Ministry of Road Transport & Highways (MoRTH) is organizing "Chintan Shivir 2026" on October 5-6, 2026, at Ekta Nagar in Gujarat's Narmada District. This two-day conclave aims to bring together senior representatives from the Centre, States, and implementing agencies to deliberate on key issues concerning the development and delivery of highway infrastructure in India.
The inaugural session on October 5 will feature addresses by Minister of Road Transport & Highways Shri Nitin Gadkari and Ministers of State Shri Ajay Tamta and Shri Harsh Malhotra. Road Transport and Public Works Ministers from States, along with senior officials of State PWDs, implementing agencies, and other stakeholders, have been invited to participate to facilitate Centre-State coordination and exchange of field-level experiences, best practices, and practical solutions.
The event will focus on identifying key implementation challenges and deliberating on innovative and replicable approaches, along with policy and institutional interventions to improve project delivery, quality, safety, and efficiency in the highway sector. Five key thematic sessions are planned: PM GatiShakti and integrated infrastructure planning; Land Acquisition and Bhoomi Rashi; Model Concession Agreements and Ratings; Designing Safe Highways; and Quality Assurance and Project Monitoring.
The session on PM GatiShakti will focus on coordinated and integrated planning for infrastructure development, while the Land Acquisition session will address issues affecting project implementation and ways to facilitate smoother execution. The Model Concession Agreements session will cover relevant contractual and implementation aspects, the Designing Safe Highways session will address road safety considerations, and the Quality Assurance session will deliberate on measures to strengthen quality, monitoring, and project outcomes.
The Chintan Shivir is envisaged as a platform for focused, outcome-oriented deliberations aimed at developing actionable solutions, strengthening cooperation between the Centre and States, and contributing toward the development of safer, higher-quality, and future-ready highway infrastructure.
