The Ministry of Skill Development and Entrepreneurship (MSDE) organized a program on 'Skilling for International Mobility & PM-SETU' in Guwahati on November 2, 2026, with special focus on the Tourism and Hospitality sector. The event brought together central and Assam government representatives, industry stakeholders, and skilling ecosystem participants to strengthen North-Eastern Region's skilling infrastructure and expand international employment opportunities for youth through industry-led transformation of Industrial Training Institutes (ITIs) under the Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme.
Key officials emphasized aligning India's skilling architecture with changing industry requirements and global economy needs. Minister Jayant Chaudhary highlighted that PM-SETU aims to bring industry closer to skill development, ensuring ITIs evolve into modern, demand-driven institutions. The North-Eastern Region's enormous potential in tourism and hospitality was identified as a key sector for preparing youth for domestic and global workforce opportunities.
Assam Minister Biswajit Daimary emphasized equipping youth with industry-relevant skills and creating pathways to employment opportunities both within India and internationally. Joint Secretary Manasi Sahay Thakur stressed strengthening institutional and industry partnerships to create a future-ready workforce, while the CEO of Tourism and Hospitality Skill Council discussed the sector's growth potential and need for industry-relevant competencies.
The program featured strategic partnerships including an MoU exchange between MSDE and Government of Assam for setting up a Skill India International Centre (SIIC). Letters of Intent were signed for two ITI clusters in Jorhat and Tinsukia, supported by Numaligarh Refinery Limited and Oil India Limited respectively under the PM-SETU scheme, marking significant industry participation in vocational education transformation.
The event also deliberated on international mobility and WorldSkills as avenues for expanding opportunities for North-Eastern youth, while the Government of Assam presented its CM FLIGHT Scheme and vision for a Global Skill Center, highlighting state-level efforts to strengthen skill development and workforce connectivity with emerging opportunities.
