NCDC 93rd General Council Meeting Reviews Exceptional Financial Performance and Future Roadmap
The 93rd meeting of the General Council of the National Cooperative Development Corporation (NCDC) was held in New Delhi under the chairmanship of Union Home Minister and Minister of Cooperation Shri Amit Shah. The meeting focused on reviewing NCDC's financial and institutional achievements, expansion of cooperative sector financing, development of new multi-state cooperative societies, and strengthening rural livelihoods.
Financial Performance and Operational Metrics
NCDC has disbursed over ₹4.14 lakh crore in financial assistance to cooperative institutions across India since the establishment of the Ministry of Cooperation up to October 2026. In FY 2025–26, the Corporation sanctioned projects worth ₹1,55,408 crore and disbursed ₹1,27,596 crore, achieving a net profit of ₹1,475 crore with a remarkable loan recovery rate of 99.84% and zero net NPAs. The annual disbursement has increased approximately fivefold over five years, from ₹24,733 crore in FY 2020–21 to ₹1,27,596 crore in FY 2025–26. During FY 2025–26, NCDC sanctioned 3,339 units and projects benefiting 14,881 cooperative societies.
Strategic Directives and Future Roadmap
Union Minister Amit Shah directed the preparation of a comprehensive 25-year roadmap for NCDC covering institutional structure, resource mobilization, and professional functioning. He emphasized that administration in the cooperative sector should be professional while maintaining cooperative principles. The minister called for forming a group of cooperative sector representatives and professional experts to examine NCDC's existing structure, capital raising avenues, financial autonomy, and organizational reforms, with progress toward decisions expected by December 2027.
Ambitious Future Targets and Expansion Plans
Shah set ambitious disbursement targets of ₹1.70 lakh crore for FY 2026–27, ₹2.10 lakh crore for FY 2027–28, ₹2.50 lakh crore for FY 2028–29, approximately ₹3.50 lakh crore for FY 2029–30, and ₹3.5 lakh crore for FY 2030–31. He emphasized developing consortium and co-financing models with NABARD, State Cooperative Banks, and commercial banks, particularly to meet the entire financial requirements of the dairy cooperative sector.
Northeast Development Focus
Special priority was given to making the Northeast self-reliant in animal husbandry, dairy, and fisheries by 2030. This initiative is estimated to potentially increase regional income by approximately ₹32,800 crore and create nearly eight lakh employment opportunities. NCDC offices in the Northeast were directed to prepare practical projects focused on these sectors and implement them in collaboration with State Governments.
Institutional Development and Scheme Implementation
The National Cooperative Development Corporation (Amendment) Act, 2026, passed by Parliament and published in the Gazette of India on 14 August 2026, has expanded avenues for financial assistance and institutional participation. The Central Government approved grant assistance of ₹2,000 crore for NCDC, enabling the Corporation to mobilize ₹20,000 crore from the market over four years. Under this initiative, loans amounting to ₹9,380 crore were disbursed in FY 2025–26 and ₹6,172 crore in FY 2026–27 up to 25 October.
NCDC has launched the "Sahakar Navachar Yojana" providing 100% grant assistance of up to ₹25 lakh to eligible cooperative societies, with an initial fund of ₹10 crore and 20% earmarked for northeastern region, hilly areas, and disadvantaged sections. Grant assistance totaling ₹85 lakh has been sanctioned to five cooperative societies so far.
Farmer Producer Organizations and Capacity Building
The Corporation has registered 1,863 Farmer Producer Organisations (FPOs) in the cooperative sector, including 1,117 FPOs formed through Primary Agricultural Credit Societies (PACS), with ₹356.90 crore disbursed to FPOs and related institutions up to October 2026. Extensive training programs conducted by NCDC's Laxmanrao Inamdar National Academy for Cooperative Research and Development (LINAC) trained 21,688 participants through 227 programs in FY 2025–26.
