NHAI Issues Comprehensive Guidelines for Toll Plaza Facilities Upgradation
The National Highways Authority of India (NHAI) has issued detailed guidelines for the upgradation, maintenance, and smart monitoring of public toilet facilities and designated parking areas at national highway toll plazas. These guidelines represent a citizen-centric initiative aimed at ensuring clean, safe, and functional public facilities for highway users through standardized protocols and technology-enabled oversight.
Facility Upgradation and Maintenance Standards
The guidelines require technical assessments of existing toilet facilities before rehabilitation to identify necessary repairs and replacements. Upgradation will cover flooring, plumbing, sanitary fittings, lighting, ventilation, drainage, signage, and other essential amenities. Housekeeping requirements and cleaning schedules will be calibrated based on toilet block size and traffic levels to ensure regular maintenance and availability of basic amenities. Parking areas will be improved through designated parking bays, proper drainage, and provisions for future electric vehicle charging infrastructure.
Safety and Accessibility Provisions
Safety measures for female highway users and families stopping at night include proper lighting, CCTV surveillance of approaches and parking areas, sanitary napkin vending machines, and clearly visible information signs indicating public amenity availability. Each covered toll plaza must provide at least one universally accessible toilet unit with barrier-free access, suitable doorways, and grab bars for people with disabilities.
Technology-Enabled Monitoring and Feedback Systems
Smart monitoring will track water availability, odour, sewage levels, leakages, electricity supply, and toilet occupancy through automated systems. Alerts for issues such as water shortages, sewage overflow, and equipment failures will enable timely corrective action. This monitoring data will be integrated with NHAI's central digital platform, allowing officials to track facility conditions, maintenance status, complaints, and agency performance through a digitalized central dashboard. Citizens can provide feedback through QR codes linked to the Rajmargyatra app and touchscreens at toilet facilities, with digitally recorded complaints helping authorities monitor issue resolution.
Maintenance Protocols and Performance Accountability
The guidelines strictly prohibit manual entry into septic tanks, manholes, and sewer lines, mandating that cleaning and desludging of septic tanks, soak pits, and sewer lines be carried out using completely mechanized desludging methods. A structured inspection framework includes daily supervision, weekly technical inspections, monthly joint reviews, quarterly audits, and annual third-party assessments. Performance will be assessed through physical inspections, monitoring data, and verified citizen feedback, with clear deadlines for problem resolution and financial penalties for improper maintenance. Agencies that repeatedly fail to meet required standards may face strict action.
