NHAI Launches Rajasthan's First Multi-Lane Free Flow Tolling System

The National Highways Authority of India (NHAI) has successfully implemented India's first Multi-Lane Free Flow (MLFF) tolling system at the Daulatpura Toll Plaza on the Delhi-Jaipur section of NH-48 in Rajasthan. This barrier-less system eliminates the need for vehicles to stop at toll plazas, enabling seamless traffic flow through minimal human intervention and automated toll collection.

The MLFF system integrates Automatic Number Plate Recognition (ANPR) technology with existing FASTag-based Electronic Toll Collection to facilitate automated user fee collection. This initiative aligns with the Government of India's vision of delivering citizen-centric services through technological enhancement for improved Ease of Living and Ease of Doing Business.

Following the successful launch at Daulatpura, NHAI plans to transition two additional toll plazas—Shahjahanpur and Manoharpur—to the MLFF system, which would make the entire busy Delhi-Jaipur section seamless and barrier-free. This expansion builds on previous MLFF implementations at Chorayasi Toll Plaza on the Surat-Bharuch section of NH-48 in Gujarat and at Mundka Bakkarwala Toll Plaza on Urban Extension Road-II (UER-II) in Delhi.

Enforcement and Compliance Mechanisms

For seamless MLFF operation, highway users must maintain sufficient balance in their FASTag accounts. In cases of insufficient balance, invalid, or non-functional FASTags, users are issued an Electronic Notice (E-Notice) for non-payment of user fee. Users must pay the normal user fee within 72 hours of receiving the E-Notice. Failure to comply within this timeframe results in the user fee being charged at twice the normal rate for the vehicle category.

E-Notices can be accessed and paid through the designated portal https://nhfeenotice.parivahan.gov.in/#/, and users can raise grievances within 72 hours of notice issuance. Non-payment of E-Notices may lead to blacklisting of FASTag and restriction of other vehicle-related services through the VAHAN platform. The enforcement of this E-Notice system has already been implemented by authorities.
