Strengthening of Cooperative Societies in Odisha
As per the National Cooperative Database, Odisha had 8,667 cooperative societies as of July 15, 2026, with 8,063 being functional. The Government has launched a Central Sector project for Computerization of Primary Agricultural Credit Societies (PACS) in 2022, initially approved for 63,000 PACS with a financial outlay of ₹2,516 crore. The project has now been expanded to cover 79,630 PACS with a revised financial outlay of ₹2,925.39 crore, aiming to bring all functional PACS onto a common ERP-based national software and link them with NABARD through State Cooperative Banks and District Central Cooperative Banks.
Odisha joined the project in 2025, with 4,240 PACS sanctioned under the computerization project. Financial assistance of ₹25.07 crore has been provided to Odisha, including ₹18.07 crore during FY 2025–26 and ₹7.00 crore during FY 2026–27.
NCDC Funding for Odisha
The National Cooperative Development Corporation (NCDC) has cumulatively disbursed ₹3,352.03 crore for the development of Odisha's cooperative sector as of June 30, 2026. The year-wise disbursement over the last five years shows: ₹4.07 crore in 2021-22, ₹1.61 crore in 2022-23, ₹3.25 crore in 2023-24, ₹5.89 crore in 2024-25, ₹7.03 crore in 2025-26, and ₹1.53 crore in 2026-27 (as of June 30, 2026).
Activity-wise disbursement includes Marketing (₹1.10 crore in 2026-27), Service Cooperatives (₹0.15 crore in 2025-26), Dairy & Livestock (₹0.12 crore in 2025-26), FPO (₹0.43 crore in 2026-27), Fisheries (last disbursement in 2023-24), Fisheries FFPO (₹3.55 crore in 2025-26), Computerization (₹0.61 crore in 2025-26), and Storage (₹0.38 crore in 2025-26).
Ministry Initiatives
The Ministry of Cooperation, since its inception on July 6, 2021, has undertaken several initiatives under the vision of 'Sahakar-se-Samriddhi'. Key areas include making primary cooperatives economically vibrant and transparent, strengthening Urban and Rural Cooperative Banks, providing income tax relief to cooperative societies, reviving cooperative sugar mills, establishing three new National Level Multi-State Societies, capacity building, IT modernization for ease of doing business, National Cooperative Database creation, National Cooperation Policy development, establishment of Tribhuvan Sahkari University, and other initiatives.
The Ministry has proactively converted PACS, Dairy, and Fisheries Cooperatives into Multipurpose cooperative societies to enhance business diversification, strengthen financial sustainability, and prevent closures. The National Cooperative Database is used to identify geographical gaps and support new multipurpose cooperative formations, as well as develop a Cooperative Ranking Framework to promote healthy competition.
Additionally, the Ministry has established a Co-operative Rehabilitation, Reconstruction and Development Fund under section 63A of the Multi-State Cooperative Societies (Amendment) Act, 2023 for revival of sick multi-State cooperative societies and providing assistance for infrastructural requirements.
