Raipur Municipal Corporation has launched a pioneering Digital Faecal Sludge Management System (FSM) dashboard prototype, making it the first urban local body in central India and a national leader in adopting such digital governance under Swachh Bharat Mission-Urban (SBM-U) 2.0. The system is built on MoHUA's UPYOG (Urban Platform for DeliverY of Online Governance) platform with technical support from UNICEF and Entit Consultancy Services, facilitated by National Institute of Urban Affairs (NIUA) and National Urban Digital Mission (NUDM).
The digital platform transforms septic tank cleaning services through several innovative features: one-click booking system eliminates the need for physical office visits, single-page form with automatic address location using mobile number or property ID, online payment system that speeds up processes and eliminates corruption, and automated approval system that minimizes waiting time after application submission.
The system enables real-time verification through driver-uploaded photos for work validation and ensures 'one application per trip' for accurate planning. The dashboard allows optimal resource utilization and better vehicle monitoring through data-driven decision making capabilities that will support future smart planning and citizen-friendly工作方案.
A key objective of this digital innovation is ensuring safety of sanitation workers (Safaimitras) by transitioning from 'manhole to machine-hole' approach, converting manual sewage cleaning to mechanized cleaning. Digital monitoring ensures the entire process follows safe standards, reducing human risk. Increased transparency is expected to strengthen trust between citizens and the municipal corporation.
This achievement demonstrates how combined commitment of government, administration, citizens, and technical expertise can make urban lifestyle more accessible. The UPYOG-FSSM model platform not only ensures transparency and accountability but will also establish Raipur on global sanitation standards through data-driven governance.
