The Regional Institute of Cooperative Management (RICM), Chandigarh, under the National Council for Cooperative Training (NCCT), has independently conceptualized and launched the 'Meri Samiti Mera Patal' initiative. This program aims to empower and modernize Primary Agricultural Credit Societies (PACS) by addressing their training needs, improving governance structures, and enhancing organizational visibility through digital transformation.
The initiative facilitates the creation of digital profiling for PACS and establishes a centralized, transparent, real-time data system to support informed decision-making processes. The implementation currently covers the jurisdiction of RICM Chandigarh, specifically encompassing seven regions: Punjab, Haryana, Himachal Pradesh, Jammu & Kashmir, Delhi, Chandigarh, and Leh-Ladakh. Union Minister for Home and Cooperation Shri Amit Shah confirmed in a written parliamentary reply that there is no current proposal to expand this portal across the country beyond these regional boundaries.
Expected tangible benefits for PACS and Multi-purpose Cooperative Societies (MPCS) in the implemented areas include: digital identity creation showcasing organizational history, membership details, services offered, schemes availed, and governance structure; enhanced public visibility in the digital domain; and improved transparency through real-time data accessibility. The initiative represents a regional effort to modernize agricultural credit cooperatives through digital infrastructure development without immediate national expansion plans.
