Union Minister for Textiles Giriraj Singh chaired a high-level review meeting to assess key initiatives strengthening India's textile ecosystem through technology upgradation and institutional reforms. The meeting focused on the transformation of erstwhile Powerloom Service Centres into Integrated Textile and Apparel Development Centres (ITADCs), which are being repositioned as integrated growth hubs providing comprehensive support including skill development, testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages to textile entrepreneurs and MSMEs.

During the first quarter of FY 2026-27, ITADCs demonstrated significant expansion by training over 1,170 trainees and reaching nearly 1,770 textile units through outreach programmes. The centres facilitated institutional credit, strengthened e-commerce linkages, introduced product-led entrepreneurship initiatives, and promoted commercialization of new-age fibres including bamboo, hemp, flax, banana, and pineapple fibres.

The review highlighted the performance of the Amended Technology Upgradation Fund Scheme (ATUFS), which has supported 10,061 textile units with subsidy assistance of ₹2,776 crore, leveraging investments worth ₹53,121 crore. The scheme facilitated installation of approximately 6.7 lakh benchmarked textile machines and generated around 3.6 lakh direct employment opportunities. An independent third-party impact assessment revealed a strong multiplier effect with every ₹1 crore of subsidy mobilising nearly ₹19 crore of private investment and creating approximately 130 direct jobs. The weaving sector availed 46% of the total subsidy, while composite units generated 46% of new employment amounting to nearly 1.7 lakh jobs.

The Minister inaugurated the revamped website of the Office of the Textile Commissioner featuring a modern, accessible interface with comprehensive scheme information, interactive maps of ITADCs and powerloom clusters, and improved accessibility features. Additionally, the newly developed Key Performance Indicator (KPI) Portal for ITADCs was launched, enabling real-time monitoring of institutional performance through field-level data capture, performance benchmarking, digital dashboards, and structured review mechanisms.

Textiles Secretary Neelam Shami Rao emphasized the importance of institutional convergence between field formations, Textile Committee, Export Promotion Councils, Textile Research Associations, and industry associations to maximize the impact of government initiatives. The Minister directed all field offices to work in close coordination with these entities and State Governments to ensure effective implementation and greater outreach to textile enterprises.
