The Telecom Regulatory Authority of India (TRAI) launched the Digital Connectivity Rating (DCR) Platform on September 25, 2026, an integrated digital platform designed to implement the framework prescribed under the Telecom Regulatory Authority of India (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulation, 2026 notified on May 13, 2026, and the rating process specified in the Rating Manual 2026 issued on June 9, 2026.
The platform provides a public interface for consumers to view properties rated for digital connectivity and brings together Property Managers (PMs), registered Digital Connectivity Rating Agencies (DCRAs), and consumers on a common digital interface. Property Managers can register properties in categories including Public, Government, Commercial, and Private, submit rating applications, upload prescribed information and documents, select a registered DCRA, and track application status through the platform. The system supports assessment workflow for both constructed and under-construction properties.
Registered DCRAs can access assigned applications, undertake assessments, record observations and test results, manage supporting documentation, and complete the rating process in accordance with the prescribed framework. The platform enables digital workflow relating to assessment, report generation, certification, and publication of ratings. Consumers and stakeholders can search rated properties by property name, certificate ID, or location, view published ratings, verify corresponding certificates through QR codes, and compare properties of interest.
Field assessments are facilitated through a dedicated DCRA mobile app that enables authorized DCRAs to undertake in-building digital connectivity measurements according to the prescribed testing methodology. The app synchronizes property information from the web portal with assessment data captured through mobile application. The platform integrates eSign for digital signing and verification of documents and certificates, supports online payment of applicable rating fees, email and SMS alerts, and secure storage of property records, test results, certificates, and audit logs.
The DCR framework provides a standardized method for evaluating digital connectivity within properties based on prescribed parameters including fibre readiness, mobile network availability, in-building solutions, and Wi-Fi infrastructure, with applicable benchmarks for different property categories. The framework aims to encourage consideration of Digital Connectivity Infrastructure at appropriate stages of property development and facilitate assessment of infrastructure and connectivity performance in existing properties.
