Vadhavan Port Development and Maharashtra Port Modernization

The Union Government has approved the development of Vadhavan Port, an all-weather greenfield deep-draft major port in Palghar district, Maharashtra, with the Union Cabinet granting approval on June 19, 2024. The project has an estimated total cost of ₹76,220 crore and is expected to create a cargo handling capacity of 298 million metric tonnes per annum upon completion. The port development is driven by projected growth in India's cargo and container traffic, particularly on the western coast.

Project Components and Cost Breakdown

The Vadhavan Port project includes seven major components with detailed cost allocations: near-shore reclamation and shore protection works (₹1,648 crore), construction of 10.14 km breakwater (₹5,301.26 crore), offshore reclamation under PPP-HAM model (₹20,647 crore), dedicated road connectivity by NHAI spanning 32.74 km (₹2,528.76 crore), dedicated rail connectivity by Western Railway covering 22.22 km (₹1,765 crore), water supply infrastructure (₹328 crore), and power supply infrastructure (₹320 crore).

Additional Modernization Projects in Maharashtra

The government has undertaken multiple other modernization and port connectivity projects across Maharashtra, including construction of Third Chemical Berth at Pir Pau (₹161 crore), development of New Fish Jetty at Mallet Bunder Fishing Harbour (₹96.60 crore), modernization and development of Mumbai International Cruise Terminal at Indira Dock (₹363.85 crore), SCADA and PLC Automation System at Marine Oil Terminal (₹22.77 crore), construction of approach road to Kharwadeshwari Jetty in Palghar District (₹15 crore), construction of approach road to Narangi Jetty (₹29.41 crore), and augmentation of firefighting facilities at Pir Pau Terminal of Mumbai Port (₹52.69 crore).

Capacity Enhancement Outcomes

These modernization efforts have significantly increased port capacities in Maharashtra. Jawaharlal Nehru Port Authority now has an overall capacity of 175.87 MMTPA, while Mumbai Port Authority has reached 88.66 MMTPA capacity. For non-major ports, investments by the State Government and private operators have resulted in a cumulative cargo handling capacity of 130.75 MMTPA.

Expected Benefits and Economic Impact

The initiatives are expected to significantly improve Maharashtra's maritime infrastructure, trade competitiveness, logistics efficiency, industrial development, and employment generation. Specifically, they will strengthen India's EXIM trade, improve logistics efficiency through enhanced road and rail connectivity, promote coastal shipping, reduce dependence on foreign transshipment ports, facilitate development of port-based industries and logistics infrastructure, and generate substantial direct and indirect employment opportunities.
