The Ministry of Cooperation has issued a detailed rebuttal addressing concerns about non-registration of West Bengal cooperatives on national platforms. The statement clarifies that both the e-samyukti portal of National Cooperative Consumers' Federation of India (NCCF) and e-samridhi portal of National Agricultural Cooperative Marketing Federation (NAFED) are open digital platforms without any state or region-specific restrictions, available to all eligible PACS, Cooperative Societies, FPOs and farmers for registration at any time.
Specifically, 62 PACS from West Bengal have registered on the e-samyukti portal while 10 PACS from the state have registered on the e-samridhi portal. Additionally, membership in Bharatiya Beej Sahakari Samiti Limited (BBSSL), National Cooperative Exports Limited (NCEL) and National Cooperative Organics Limited (NCOL) remains open to all cooperative societies across the country, with 40, 12, and 4 cooperative societies from West Bengal being members of these organizations respectively.
The Ministry provided specific procurement data showing NCCF procured 257 Metric Tons of Maize from 148 farmers in West Bengal during Rabi Marketing Season 2025-26. NAFED procured 1,800 Metric Tons of Maize from 237 farmers in West Bengal across Kharif-2024, Rabi-2025, Kharif-2025 and Rabi-2026 seasons. BBSSL has 12 dealers operating in West Bengal through whom 126 Metric Tons of seeds have been supplied to the state's farmers.
The Ministry conducts monthly state review meetings where all states including West Bengal are requested to encourage PACS to register on these portals and obtain membership in the national cooperative organizations. BBSSL, NCEL and NCOL have signed Memorandum of Understanding with West Bengal's State Nodal Agency - West Bengal State Cooperative Marketing Federation Limited (BENFED) to coordinate with the state and reach out to cooperative societies.
