The Capacity Building Commission (CBC) will conduct the third regional workshop of Sādhana Śhrinkhla 2026 in Lucknow, Uttar Pradesh on October 23 and 24, 2026. The two-day consultation brings together eight states (Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, Uttarakhand) and four union territories (Chandigarh, Delhi, Jammu and Kashmir, Ladakh) from the Northern Region to transform government training institutes into modern, competency-driven capacity building institutions under Mission Karmayogi.

The workshop will be inaugurated by Uttar Pradesh Chief Minister Yogi Adityanath in the presence of Dr. Jitendra Singh, Minister of State for Science and Technology, Earth Sciences, and Minister of State in the Prime Minister's Office and Ministry of Personnel, Public Grievances and Pensions. This is part of a four-workshop regional series that began in Vijayawada (September 29-30, 2026) and Guwahati (October 9, 2026), with the Lucknow workshop covering the widest range of administrative contexts including Himalayan regions, Indo-Gangetic plains, and desert areas.

Deliberations will focus on four key areas: institutional governance and leadership, operational effectiveness and inter-institute collaboration, faculty and institutional competencies, and digital transformation including Artificial Intelligence applications in training. Each participating state and UT will develop practical reform roadmaps tailored to their specific priorities. The reforms will be implemented through the UNNATI (Unified New-Age National Training Initiatives) portal, which connects over 700 training institutes on a single platform and links them to competency needs identified in Capacity Building Plans.

The outcomes from all regional workshops will contribute to the Training Institute Transformation Framework being developed by the Commission, aiming to create a connected network of training institutes that better equip civil servants to serve citizens, aligned with the vision of Mission Karmayogi and Viksit Bharat 2047.
