The Capacity Building Commission (CBC) is organizing the second regional workshop of Sādhana Śrinkhla (Series) 2026 in Guwahati, Assam on October 9, 2026, which will be inaugurated by Assam Chief Minister Dr. Himanta Biswa Sarma. The workshop brings together stakeholders from all eight North-Eastern states—Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura—including heads and faculty of Government Training Institutes, subject matter experts, and industry partners.

This workshop is part of a nationwide series of four regional workshops aimed at transforming Civil Service Training Institutions into Capacity Building Institutions under the National Program for Civil Services Capacity Building. The Guwahati event follows the inaugural workshop held in Vijayawada, Andhra Pradesh on September 29-30, 2026.

The primary focus is on developing a comprehensive Training Institute Transformation Framework that addresses institutional governance, operational effectiveness, faculty capabilities, and digital transformation including Artificial Intelligence adoption. A key objective is shifting from supply-driven training to demand-responsive, competency-based capacity building anchored through the UNNATI portal that connects over 700 Training Institutes for better resource sharing and data-informed improvement.

The workshop provides a platform for states to share experiences, identify practical measures for strengthening capacity-building ecosystems, and develop state-specific action plans. This initiative supports the broader vision of Viksit Bharat 2047 by creating a connected, agile ecosystem of Training Institutes capable of equipping civil servants with necessary competencies for improved citizen outcomes.
