The Centralised Public Grievance Redress and Monitoring System (CPGRAMS) has transformed India's public grievance redressal through digital innovation and institutional reforms, connecting all Central Ministries, Departments, States and Union Territories through a single platform. The system enables timely grievance resolution, promotes accountability, and strengthens transparent governance while ensuring citizen voices are heard and addressed.

Performance Metrics and Growth

CPGRAMS demonstrated significant scale and efficiency improvements, handling 1,99,968 grievances in June 2026 alone and maintaining 46 consecutive months of 1 lakh+ monthly disposals. The average disposal time has dramatically improved from 157 days in 2014 to 15 days in 2025, and further to 14 days in 2026. Citizen satisfaction rate reached 76% for January-June 2026, while the platform registered 83,544 new users in June 2026. The network of Grievance Redressal Officers expanded substantially from 10,232 in 2014 to 1,09,125 as of June 2026, with overall grievance volume growing nearly nine-fold from approximately 3.01 lakh in 2014 to around 27 lakhs in 2024.

System Operation and Features

CPGRAMS functions as a comprehensive digital ecosystem that combines technology, accountability, and citizen participation. Citizens can register grievances through multiple channels including the online portal at https://pgportal.gov.in/, the CPGRAMS mobile app (integrated with UMANG), or any of the 5 lakh+ Common Service Centres associated with 2.5 lakh Village Level Entrepreneurs across India. The system features auto-routing and categorization that maps complaints to appropriate authorities, with comprehensive guidelines mandating resolution within 21 days (reduced from 30 days in August 2024). After resolution, a dedicated Feedback Call Centre contacts citizens directly to assess satisfaction, and unsatisfied citizens may escalate through an appellate mechanism with Nodal Appellate Authority required to resolve appeals within 30 days. The system excludes RTI matters, court-related/subjudice matters, religious matters, and government employee service matters.

Technological Innovations and Reforms

The 10-Step Reform Programme introduced in 2022 following Prime Minister's review significantly strengthened the grievance redressal framework. Key interventions include universalization of CPGRAMS 7.0 with automatic routing, integration of Artificial Intelligence and Machine Learning for real-time analysis and pattern recognition, and language inclusivity supporting 22 scheduled languages plus English through BHASHINI integration. The Grievance Redressal Assessment and Index (GRAI) serves as a performance benchmarking framework evaluating Ministries and Departments on grievance redressal effectiveness. The recent launch of AI-enabled voice chatbot "Samadhan Didi" on May 30, 2026, represents a major technological advancement allowing citizens to register grievances by speaking in their preferred language without navigating complex forms.

Future Development

The Next Generation CPGRAMS initiative is underway to modernize India's public grievance redressal ecosystem through cutting-edge digital technologies. The platform will incorporate voice-enabled grievance registration, AI-based categorization and intelligent routing, integration of State grievance categories, multilingual support across 22 scheduled languages, omni-channel registration through email/social media/mobile apps, automated escalation mechanisms, accessibility features for persons with disabilities, real-time analytics dashboards, and AI-enabled validation of grievance redressal quality.
