India and Mauritius are deepening their cooperation in public administration through the 4th Special Capacity Building Programme for Senior Civil Servants of Mauritius, organized by the National Centre for Good Governance (NCGG) from 17–22 August 2026 in New Delhi. The programme brings together 15 senior officials from 11 ministries and departments of Mauritius, providing a platform for sharing governance practices, institutional experiences, and approaches to public service delivery.
This initiative operates under a March 2025 MoU between NCGG and the Ministry of Public Service and Administrative Reforms, Mauritius, which commits to training 500 Mauritian civil servants over five years. The current programme is the fourth such capacity-building event, following three earlier programmes that were attended by 70 civil servants from various Mauritian ministries and departments.
Union Minister Dr. Jitendra Singh emphasized that capacity building should evolve beyond conventional training towards continuous, role-based and competency-driven learning, enabling public servants to remain future-ready in a rapidly evolving governance environment. He highlighted India's willingness to share its experience in digital service delivery, grievance redressal, and technology-enabled governance, while stressing that technology must be accompanied by administrative reform, institutional accountability, and a citizen-focused approach.
The programme curriculum covers contemporary governance themes including Artificial Intelligence and Governance, India's Digital Public Infrastructure, CPGRAMS and grievance redressal, digital transformation in education and service delivery, pension reforms, Aadhaar, investment promotion and ease of doing business for MSMEs, entrepreneurship promotion, solid waste management and urban local bodies. Participants will visit institutions including Startup India at FITT, IIT Delhi, Pradhan Mantri Sangrahalaya, PRIDE, PM Gati Shakti and the Election Commission of India.
Dr. Singh identified the Atal Bihari Vajpayee Institute of Public Service and Innovation (ABVIPSI) as an important institutional bridge between India and Mauritius, suggesting stronger linkages could be developed between ABVIPSI and Indian institutions including LBSNAA, IIPA and ISTM. These linkages could cover faculty and training capacity building, joint programme design, institutional development, knowledge exchange, case studies and joint research.
The cooperation also expands to Blue Economy, ocean technologies, fisheries, desalination and sustainable development as areas of common interest for both maritime nations. The Minister suggested that capacity-building cooperation could be connected with these emerging areas through specialised programmes, practitioner exchanges and joint learning initiatives.
The broader India-Mauritius cooperation includes Mauritius being among the major beneficiaries of the Indian Technical and Economic Cooperation (ITEC) programme, receiving around 500 training slots every year, with approximately 5,600 Mauritians trained since 2007 under civilian and defence slots.
The senior Mauritian delegation includes Mr. Doonunjoy Dassaye, Permanent Secretary, Ministry of Education and Human Resource; Mrs. Phoolrainee Rampadarath, Permanent Secretary, Ministry of Local Government; Mrs. Marie Joëlle Sandrine Valere, Senior Chief Executive, Cabinet Office; Mr. Ferhan Khan Juhoor, Permanent Secretary, Ministry of Information Technology, Communication & Innovation; and Mrs. Indira Padaruth Ruchaia, Permanent Secretary, Ministry of Industry, SME and Cooperatives.
