Ministry of Tribal Affairs Bihar Welfare Schemes Progress Report
The Union Minister of State for Tribal Affairs Shri Durgadas Uikey provided a comprehensive update on welfare schemes for Scheduled Tribes in Bihar in response to a Lok Sabha question. The Ministry coordinates quarterly with concerned line ministries and state departments for implementation of tribal development schemes, with review meetings held on 06.05.2026 and 10.07.2026 during the current financial year 2026-27.
Financial Progress Overview
Under PM JANMAN (MPCs), Bihar had approved funds of Rs 4.2 crore, with Rs 2.1 crore released during 2025-26, though the State Government surrendered this amount back to the Consolidated Fund of India. No utilization certificates were submitted for any period.
For Eklavya Model Residential Schools (EMRSs), financial allocations show significant increases: Rs 8.95 lakh in 2023-24, Rs 34.12 lakh in 2024-25, and Rs 1,948.30 lakh in 2025-26, with no allocations in 2021-22 and 2022-23.
Under the Proviso to Article 275(1) of the Constitution, fund releases and utilization show varying patterns: Rs 642.08 lakh (2021-22, full UC submitted), Rs 1,001.01 lakh (2022-23, Rs 871.01 lakh UC submitted), Rs 871.24 lakh (2023-24, Rs 729.01 lakh UC submitted), Rs 524.00 lakh (2024-25, Rs 215.74 lakh UC submitted), and Rs 1,230.57 lakh (2025-26, Rs 178.96 lakh UC submitted) with significant amounts awaiting utilization certificates.
Pradhan Mantri Adi Adarsh Gram Yojna (PMAAGY) shows Rs 774.44 lakh released in 2021-22 with full utilization certificate submitted, and no funds released in subsequent years.
Post-Matric Scholarship utilization shows Rs 708.22 lakh fully utilized in 2020-21, no funds in 2021-22 through 2023-24, Rs 443.31 lakh utilized in 2024-25, and no funds in 2025-26.
Physical Progress and District-wise Implementation
Under DAJGUA interventions, 108 houses have been completed under PMAY-G, one tribal skilling centre established by MSDE in West Champaran, and Department of Fisheries approved Rs 138.25 lakh projects for 50 members.
The Ministry has sanctioned 3 Eklavya Model Residential Schools in Bihar, with 2 currently functional: Jamui (Jhajha block) with 129 enrollment in 2025-26, and West Champaran (Ramnagar) with 157 enrollment. The Kaimur (Bhabua) school in Adhaura block is non-functional.
Under DAJGUA, 19 tribal hostels have been sanctioned through Samagra Shiksha scheme with sanctioned cost of Rs 6,042 lakh and central share of Rs 906.30 lakh released. Additionally, 5 major repair works in tribal residential schools have been sanctioned under MoTA's Ashram Schools & Hostels intervention.
District-wise PM JANMAN progress as of 30.06.2026 shows varied implementation across 10 districts. Housing achievements include Banka (45 sanctioned), Bhagalpur (336 sanctioned), Gaya (57 sanctioned), Kaimur (40 sanctioned), Katihar (35 sanctioned), Kishanganj (74 sanctioned), Madhepura (203 sanctioned), Nawada (15 sanctioned), Purnia (121 sanctioned), and Supaul (38 sanctioned). Village saturation achievements show all sanctioned villages saturated in each district. Hostel sanctions include Bhagalpur (4), Kaimur (1), Katihar (1), Kishanganj (1), Madhepura (4), and Purnia (4). Anganwadi centres show full operational status where sanctioned, and MPC work completion shows Gaya (3 sanctioned, 3 completed), Kishanganj (1 sanctioned, 1 completed), Madhepura (1 sanctioned, 1 completed), and Purnia (2 sanctioned, 2 completed).
Project Approvals and Scholarships
Ministry of Tribal Affairs approved 13 projects under DA JGUA across multiple districts including TMMC units in Jamui, West Champaran, Kaimur, Bhagalpur, Banka, Katihar, Rohtas, Purnia, and Kishanganj (each at Rs 100 lakh), repair works in West Champaran (Rs 143.10 lakh for 4 units) and Rohtas (Rs 33.05 lakh for 1 unit), FRA Cell (Rs 198.13 lakh), and SCD Awareness/TOT across 6 districts (Rs 8 lakh).
Scholarship beneficiary data shows Pre-Matric Scholarship numbers declining from 42,425 (2021-22) to 8,451 (2023-24) before increasing to 15,139 (2024-25) with an estimated 16,820 for 2025-26. Post-Matric Scholarship shows 16,302 beneficiaries (2021-22) dropping to 1,444 (2023-24) before recovering to 3,428 (2024-25) with an estimated 3,771 for 2025-26.
