Ministry of Tribal Affairs ITDA Development Funding Statement
Union Minister Shri Jual Oram laid a comprehensive statement before Parliament detailing the development of areas under Integrated Tribal Development Agencies (ITDAs) and Integrated Tribal Development Projects (ITDPs). The Union Government supports tribal development through multiple schemes including Grants under Article 275(1) of the Constitution, Pradhan Mantri Adi Adarsh Gram Yojana (PMAAGY), State Tribal Sub-Plan support, PM-JANMAN, Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DA-JGUA), Eklavya Model Residential Schools (EMRS), scholarship schemes, and tribal livelihood programmes.
Funding Allocation and Releases
The document provides detailed state-wise fund release data for various schemes over the last five years. Under PMAAGY, a total of 36,428 villages were covered with 17,656 Village Development Plans approved. Total funds released increased from ₹78,499.20 lakh in 2021-22 to ₹135,436 lakh in 2022-23, though releases decreased to ₹14,993 lakh in 2023-24 and ₹12,619 lakh in 2024-25. Assam received the highest allocation at ₹8,743.02 lakh in 2021-22, while Chhattisgarh received ₹23,021.82 lakh in 2022-23.
Under Article 275(1) of the Constitution, total releases grew from ₹92,324.57 lakh in 2021-22 to ₹117,057 lakh in 2024-25, with utilization certificates showing ₹86,672.64 lakh submitted against ₹92,324.57 lakh released in 2021-22. Chhattisgarh, Jharkhand, and Madhya Pradesh received substantial allocations, with Chhattisgarh receiving ₹11,604.02 lakh in 2021-22 and ₹15,676.77 lakh in 2023-24.
PM-JANMAN and Scholarship Programmes
The PM-JANMAN scheme for Multi-Purpose Centers approved ₹600 crore total funds, with ₹99.99 crore released in 2023-24 and ₹94.10 crore in 2025-26. Maharashtra received the highest approved funds at ₹72.6 crore, while Andhra Pradesh received ₹27.52 crore in 2025-26.
Scholarship programmes showed significant investments: Pre-Matric Scholarship releases totaled ₹24,890.24 lakh in 2020-21 and ₹15,524 lakh in 2025-26, while Post-Matric Scholarship releases grew substantially from ₹182,908.02 lakh in 2020-21 to ₹385,436 lakh in 2025-26. Gujarat received the highest Post-Matric Scholarship allocation at ₹108,014 lakh in 2025-26.
Eklavya Model Residential Schools and Other Initiatives
EMRS establishment funding increased dramatically from ₹93,645.42 lakh in 2020-21 to ₹490,509.93 lakh in 2025-26. Jharkhand received the highest allocation in 2025-26 at ₹76,260.45 lakh, followed by Odisha at ₹79,092.30 lakh. The Support to TRIs scheme released funds ranging from ₹0-400 lakh per state annually, with Uttarakhand receiving the highest allocation of ₹1,400.75 lakh in 2021-22.
Implementation Framework
The government employs a convergence-based approach covering infrastructure (roads, housing, drinking water, electricity), educational facilities (EMRS, hostels, scholarships), healthcare interventions, promotion of agriculture and tribal enterprises, and skill development. Institutional capacity was assessed through a National Conclave on Strengthening of ITDAs and ITDPs on June 3, 2026, which identified needs for stronger staffing, integrated planning, reliable data systems, and greater functional and financial empowerment of ITDAs/ITDPs.
Funds are allocated state-wise and scheme-wise based on approved proposals, availability of funds, utilization certificates, and compliance with scheme guidelines. Implementation is monitored through meetings with States/UTs, field visits, scheme dashboards, and physical and financial progress reports.
