First Regional Workshop on Mission Karmayogi Concludes at Vijayawada
The Capacity Building Commission (CBC) concluded the first Regional Workshop under Sādhana Śhrinkhla on Mission Karmayogi on September 30, 2026, in Vijayawada, Andhra Pradesh. The two-day workshop (September 29-30, 2026) themed "From Training Institutions to Capacity Building Institutions" brought together over 300 participants from seven states/union territories: Andhra Pradesh, Karnataka, Telangana, Odisha, Puducherry, Kerala, and Tamil Nadu. Participants included heads and faculty of Training Institutions, Administrative Training Institutes, General Administration Departments, and Academies along with Subject Matter Experts.
Workshop Proceedings and Leadership Addresses
Andhra Pradesh Chief Minister Shri Nara Chandrababu Naidu inaugurated the workshop, emphasizing that technology and data have transformed governance and that real-time data integration across departments with AI-enabled monitoring supports timely action. He appreciated Mission Karmayogi's delivery channels - iGOT and UNNATI platforms - for creating an integrated capacity-building ecosystem and revealed that Andhra Pradesh government machinery completed two crore courses on the iGOT Karmayogi portal.
Smt. S. Radha Chauhan, Chairperson of CBC, stated that government officials' capabilities must be continuously enhanced due to rapidly changing technologies, particularly Artificial Intelligence, and highlighted that "Nagrik Devo Bhava" has emerged as a core governance principle requiring officials to align their behavior, skills, and performance with citizen needs.
State Recognition and Awards
Andhra Pradesh was recognized as the top-performing state in capacity building of government employees, with Karnataka ranking second and Odisha third. The Chief Minister presented awards to these states during the workshop.
Technical Sessions and Framework Discussions
The workshop featured multiple technical sessions including the transformation from Training Institution to Capacity Building Institution anchored through UNNATI, which explained how institutions can move from delivering individual programs to managing complete capacity-building lifecycles. The Karmayogi Quality Framework (KQF) session explained how to embed quality across the learning lifecycle, introducing the National Curriculum Design Framework for competency-based curriculum design and an AI-enabled Quality Evaluator for course review. The Karmayogi Kartavya Karyakram session introduced the national behavioral training program focused on building Seva Bhav among public servants through experiential learning and reflection.
Participants consulted on the Training Institution Transformation Framework, discussing opportunities and challenges in operationalizing CBC's framework, with deliberations informing draft State Action Plans identifying implementation priorities and steps.
Expert Insights and State Presentations
Shri Krishna Kumar, Founder and CEO of Simplilearn, conducted an expert session on "Rethinking Learning in the Age of AI," highlighting that learning is now a continuous process and public servants need AI fluency alongside domain expertise. He urged Training Institutions to adopt AI-first curricula and emphasize learning by doing.
All seven participating States/UTs presented their best practices and draft Action Plans, identifying priority areas for institutional strengthening and requirements for adopting UNNATI.
Concluding Themes and UNNATI Platform
In the concluding address, Shri Jagdeep Gupta, Secretary of CBC, summarized three themes corresponding to the TI Transformation Framework pillars: structural and governance (empowered institutional leadership and performance-linked accountability), operational excellence and ecosystem collaboration (systematic sharing through UNNATI), and digital and AI adoption (stronger digital infrastructure with human decision-making).
UNNATI (Unified New-Age National Training Initiative) was described as a digital platform connecting over 700 Training Institutions across India, enabling institutional visibility, collaboration, and sharing of faculty, knowledge, and infrastructure. The platform uses Capacity Building Plans as continuous demand signals for training and integrates with iGOT Karmayogi and State HR systems to track both online and offline learning, featuring a UNNATI Capability Index for real-time institutional performance benchmarking.
