PM-JANMAN Tribal Welfare Scheme Implementation in Odisha
The Pradhan Mantri Janjati Adivasi Nyaya Maha AbhiyaN (PM-JANMAN) was launched on 15th November 2023 by the Prime Minister for socioeconomic development of 75 Particularly Vulnerable Tribal Group (PVTG) communities across 18 States and one Union Territory. The mission aims to provide basic facilities including safe housing, clean drinking water, improved access to education, health and nutrition, road and telecom connectivity, household electrification, and sustainable livelihood opportunities through 11 interventions implemented by 9-line Ministries.
In Odisha, the habitation-level data collection through PM Gati Shakti mobile application identified 73,092 PVTG households with a total population of 312,654 individuals. The actual number of beneficiaries is subject to eligibility criteria as per specific guidelines of concerned interventions.
Financial Progress of Tribal Affairs Ministry Interventions
The Ministry of Tribal Affairs has made significant financial progress in Odisha under PM-JANMAN till FY 2025-26. For Multi-Purpose Centers (MPCs), approved funds of ₹44.4 crore have been allocated with ₹12.68 crore released in 2023-24 (with full utilization certificate submitted), ₹23.92 crore released in 2024-25 (with ₹21.71 crore UC submitted), and no funds released in 2025-26. Bills worth ₹1.92 crore were closed in 2025-26 through SNA SPARSH system.
For Van Dhan Vikas Kendras (VDVKs), ₹178.4 lakh was sanctioned with ₹88.91 lakh released in FY 2023-24, no funds in 2024-25, and ₹84.55 lakh sanctioned with ₹42.27 lakh released in FY 2025-26.
District-Wise Implementation Progress as of 30 June 2026
The scheme shows varied progress across 14 districts in Odisha. Under Ministry of Rural Development's PMAY-G component, Kendujhar district leads with 10,161 houses sanctioned and 8,897 completed, followed by Rayagada with 7,701 sanctioned and 6,850 completed. For road connectivity under PMGSY, Ganjam district has the highest road sanction at 46.871 km with 11 km completed, while Rayagada has 42.170 km sanctioned with 34 km completed.
Healthcare infrastructure shows Mayurbhanj district with 24 Mobile Medical Units sanctioned and operational, followed by Malkangiri with 11 units. Education infrastructure includes hostel sanctions across multiple districts with Rayagada having 15 hostels sanctioned and Deogarh with 5 hostels sanctioned.
Telecom connectivity under Department of Telecommunications shows Rayagada district with 127 PVTG habitations sanctioned for coverage and 89 already covered, followed by Kalahandi with 81 sanctioned and 58 covered. Electrification efforts have resulted in 1,921 households being electrified across all districts, with Rayagada having the highest at 1,274 households electrified out of 1,713 sanctioned.
Multi-Purpose Centers show 15 sanctioned and 15 completed in Kalahandi district, while Rayagada has 18 sanctioned with 13 work completed. Van Dhan Vikas Kendras business operations have started in 13 locations in Rayagada out of 13 sanctioned, while Mayurbhanj has 7 business operations started out of 18 sanctioned.
