CCI Imposes Penalties on HP India and Resellers for Anti-competitive Practices
The Competition Commission of India (CCI) has issued an order dated July 13, 2026, imposing significant penalties on HP India and five of its resellers for engaging in cartelisation in the supply of personal system products. The regulatory action was taken under Section 27 of the Competition Act, 2002.
HP India has been penalized with a substantial fine of ₹126.87 crores, while the five resellers collectively face penalties totaling approximately ₹1.22 crores. The specific resellers identified in the order are Delphi Infosolutions, Digitech Computers, Orbit Techsol, Hind Technocare, and Krishna Computers.
The Commission found that HP India engaged in dictating bid prices to its resellers and manipulated their participation in Government e-Marketplace (GeM) tenders by withholding authorization. This conduct was designed to benefit HP India and was found to be in contravention of Sections 3(3)(d) read with Section 3(1) of the Competition Act, which prohibits anti-competitive agreements.
Additionally, the CCI found officials of both HP India and the resellers liable under Section 48 of the Act and imposed monetary penalties upon them personally. The Commission issued a cease and desist directive, ordering all parties to immediately stop the anti-competitive practices identified in the investigation.
The case originated as Suo Moto Case No. 07 of 2020, initiated based on a lesser penalty application filed by HP India itself under Section 46 of the Competition Act. The order is publicly available on the CCI website at www.cci.gov.in.
