The Capacity Building Commission (CBC) will conduct the third regional workshop of Sādhana Śhrinkhla 2026 in Lucknow, Uttar Pradesh, on October 23 and 24, 2026. This two-day consultative workshop brings together eight states (Bihar, Haryana, Himachal Pradesh, Jharkhand, Punjab, Rajasthan, and Uttarakhand) and four union territories (Chandigarh, Delhi, Jammu and Kashmir, and Ladakh) from the Northern Region to discuss transforming Government Training Institutes into modern, competency-driven capacity building institutions under Mission Karmayogi.
The workshop will be inaugurated by Uttar Pradesh Chief Minister Shri Yogi Adityanath, with Dr. Jitendra Singh, Minister of State in the Prime Minister's Office and Ministry of Personnel, Public Grievances and Pensions, also in attendance. The event represents part of a four-workshop regional series that follows previous initiatives including Regional Task Force meetings, Sādhana Saptah from April 2-8, 2026, and the National Departmental Summit in May 2026.
Deliberations will focus on four key areas: institutional governance and leadership, operational effectiveness and inter-institute collaboration, faculty and institutional competencies, and digital transformation including Artificial Intelligence applications in training. Each participating state and union territory will receive support in identifying specific priorities and developing practical reform roadmaps.
The reforms will be implemented through the UNNATI (Unified New-Age National Training Initiatives) portal, which connects over 700 Training Institutes on a single platform and links them to competency needs identified in Capacity Building Plans. Outcomes from the Lucknow workshop, along with those from Vijayawada (September 29-30, 2026) and Guwahati (October 9, 2026), will contribute to the development of a national Training Institute Transformation Framework that allows for state-specific adaptations while providing common reform direction.
The initiative aims to create a connected network of Training Institutes that better equip civil servants to handle new technologies, changing citizen expectations, and complex development priorities, aligning with the vision of Mission Karmayogi and Viksit Bharat 2047.
