12th India-Russia Working Group Session on Industrial Cooperation
The 12th Session of the India-Russia Working Group on Modernization and Industrial Cooperation was held on August 7, 2026, at Vanijya Bhawan, New Delhi, under the Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation. The meeting was co-chaired by Shri Amardeep Singh Bhatia, Secretary of DPIIT, Ministry of Commerce and Industry from the Indian side, and H.E. Mr. Alexey Gruzdev, Deputy Minister of Industry and Trade of Russia, from the Russian side.
Delegates reviewed progress since the 11th session and discussed collaboration across identified sub-groups including modernization, mining, fertilizers, and railway transport. Key discussion areas encompassed cooperation in modern industrialization, science and technology, aerospace, railway infrastructure, mineral fertilizers and chemicals, rare earths and critical minerals, exploration and capacity building in rare earths, power engineering, industrial infrastructure, mining equipment, aluminium sector, and joint ventures for urea production.
New areas of cooperation in railway transport were welcomed, specifically covering infrastructure facilities, Vande Bharat train project, and signaling equipment. Additional discussions focused on cooperation in Unmanned Aerial Systems (UAVs), 3-D printing, production of Russian regional aircraft SJ-100, and aero-engine technologies. The session also covered carbon-fibre technologies and propulsion systems, DAP/NPK fertilizer supplies, automation, critical minerals, lithium mining, and titanium technologies, along with enhanced collaboration in aluminium, mining equipment, and exploration of rare earth elements.
The Protocol of the 12th Session was signed by both co-chairs, reaffirming the strategic India-Russia partnership with the aim to deepen industrial and economic cooperation. The session was attended by approximately 60 delegates from both countries.
