Union Minister of State Dr. Jitendra Singh addressed participants of the 15-Day Refresher Course for Lateral Entry Joint Secretaries, Directors, and Deputy Secretaries, emphasizing the rapid transformation of governance through emerging technologies. He stated that AI, quantum technologies, cybersecurity, and digital tools are increasingly influencing governance and administrative processes, requiring continuous learning and adaptation among civil servants.

The Minister highlighted that 63 officers have so far entered government service through the institutionalized lateral entry mechanism, bringing fresh talent, ideas, and work culture from different sectors. The refresher course serves as a mid-career program focusing on policy analysis, digital transformation, municipal finance, public health, cybersecurity, education, and government communication.

Dr. Singh emphasized the critical importance of communication skills for government officers across four levels: communication with government functionaries and colleagues; political functionaries; the media; and common citizens. He noted the growing role of social media and the changing communication environment makes effective stakeholder communication essential for responsible governance.

The Minister described the course as an opportunity for two-way communication and learning through dialogue rather than mere lectures, encouraging participants to provide feedback on learning requirements and suggest curriculum improvements. He stressed the need for institutional outreach expansion, integrating institutions like the Indian Institute of Public Administration (IIPA) with other agencies working under similar mandates across Central and State Governments, public institutions, and elected bodies.

Dr. Singh reminded officers of their role as architects of India '47 envisaged by Prime Minister Narendra Modi, emphasizing that civil servants must use emerging technologies to deliver flagship government programs while maintaining constitutional responsibilities and institutional sanctity. The government has focused on improving ease of implementation and ease of monitoring of programs through these technological transformations.
