Union Minister of State Dr. Jitendra Singh inaugurated the 52nd Advanced Professional Programme in Public Administration (APPPA) at the Indian Institute of Public Administration (IIPA) on July 1, 2026. The Minister emphasized the need for continuous revamping of teaching curriculum with faculty diversity, institutional collaboration, interactive learning and content update to prepare administrators for 21st century governance demands.

The ten-month flagship executive programme, sponsored by the Department of Personnel and Training (DoPT), has been comprehensively redesigned to strengthen leadership, strategic decision-making and interdisciplinary understanding among senior public functionaries. The programme brings together participants from All-India Services, Central Civil Services, Defence Services and other government organizations to prepare policy leaders for Viksit Bharat @2047.

The redesigned APPPA is structured around four major pillars: diverse faculty, institutional collaboration, contemporary curriculum and interactive learning. The Minister stressed that future administrators need to learn from innovators, entrepreneurs, communication experts, scientists, technology leaders and practitioners, not just senior bureaucrats and academicians. The programme emphasizes understanding of emerging technologies including Artificial Intelligence, cyber security, quantum technologies and digital governance as essential areas for policy formulation and implementation.

Dr. Jitendra Singh highlighted communication as one of the defining competencies of modern governance, noting that today's civil servants must communicate effectively with political leadership, citizens and media. The programme places greater emphasis on practical learning, case studies and interaction with domain experts from diverse backgrounds. Participants expressed expectations around defence-civil coordination, cyber security, Artificial Intelligence, space technologies, international exposure, policy implementation and whole-of-government approaches.

The Minister encouraged IIPA to continue enriching the programme through interaction with practitioners from government and private sector, exposure to best governance practices nationally and internationally, and stronger engagement with experts in emerging technologies and public policy. He suggested creating more opportunities for cross-service experience exchange and requested participants to provide candid feedback to refine future editions of APPPA.
