University of Liverpool Receives Approval for Bengaluru Campus
The Ministry of Education has granted a Letter of Approval to the University of Liverpool, United Kingdom, to establish its branch campus in Bengaluru, Karnataka. This approval represents a significant milestone in advancing the internationalization of higher education under the National Education Policy (NEP) 2020.
The formal handover ceremony took place on June 4, 2026, with Dr. Vineet Joshi, Secretary of the Department of Higher Education and Chairman of the University Grants Commission (UGC), presenting the Letter of Approval to Professor Richard Grose, Provost of University of Liverpool Bengaluru. The event was witnessed by Union Education Minister Shri Dharmendra Pradhan, External Affairs Minister Dr S Jaishankar, and UK Foreign Secretary Rt. Hon. Yvette Cooper. Senior dignitaries from both countries including Shri Vikram Misri, Foreign Secretary to the Government of India, and Ms. Lindy Cameron, CB OBE, British High Commissioner to India, also attended.
The approval process began with the granting of a Letter of Intent on May 26, 2025, in New Delhi under the UGC (Setting Up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023. Over the subsequent year, the University completed all required academic, infrastructure, and regulatory preparations. The UGC conducted an assessment of the University's readiness and compliance with the Regulations before granting the final LoA.
The Bengaluru campus will offer Undergraduate and Postgraduate programs in multiple disciplines including business management, computer science, game design, finance, and biomedical sciences. The University plans to introduce additional disciplines in the coming years. Established in 1881, the University of Liverpool is ranked among the top universities globally and is recognized for excellence in teaching, research, and innovation.
This development is positioned as an important pillar of India-UK bilateral relations and is expected to boost educational cooperation between the two countries. The establishment reflects the growing attractiveness of India's higher education ecosystem and the opportunities created through progressive regulatory reforms, ultimately expected to expand educational opportunities for students and deepen international academic cooperation.
