Authority: Appellate Authority under the RTI Act, Securities and Exchange Board of India

Order Date: October 01, 2026

Case Overview

The appeal was filed by Chandrashekar Palimar Shenoy against the Central Public Information Officer (CPIO) of SEBI, Mumbai. The appellant, identifying himself as a retail stock trader with DP ID 1208360000xxxxxx, had filed an RTI application on August 08, 2026, received through the RTI MIS portal.

The appellant alleged financial losses due to his trading member, Profit Mart Securities Pvt Ltd (SEBI registration number INZ000004737), failing to provide a pre-trade alert with necessary instructions outlined in NSE circular CML69345 regarding Right Issue shares. In connection with this, the appellant had filed three complaints under the SEBI SCORES application with numbers SEBIKN26BENG0175xxxx, SEBIKN26BENG0177xxx, and SEBIKN26BENG01xxx. The appellant also stated that his account had been blocked on the SEBI SCORES portal for ninety days, prompting the RTI application. The specific information sought was SEBI-certified Action Taken Reports (ATRs) that Profit Mart Securities Pvt Ltd submitted in response to these three complaints, which the appellant stated were required for legal proceedings.

The respondent CPIO, in a letter dated August 31, 2026, informed that the SCORES platform helps investors track complaint status and receive notifications. The CPIO stated that the three complaint numbers mentioned were closed as duplicates of complaint number SEBIEJKN26/BENG/013278/1, which had already been handled on SCORES. The respondent enclosed copies of ATRs for all four complaints as downloaded from the SCORES platform.

The appellant filed this appeal on September 05, 2026 (Registration No. SEBIH/A/E/26/00336) on the ground that he was provided incomplete, misleading, or false information. The Appellate Authority noted that while the respondent had provided downloaded ATRs, the appellant specifically contended that certified copies were not provided.

Final Outcome

The Appellate Authority, presided over by Ruchi Chojer, disposed of the appeal. The application was remitted to the respondent CPIO for de novo (fresh) consideration. The CPIO was directed to send an appropriate response to the appellant in terms of the RTI Act within 30 days from the date of receipt of this order. The matter was decided based on the material available on record without further hearing.
