Authority: Appellate Authority under the RTI Act, Securities and Exchange Board of India

Order Date: August 21, 2026

Case Overview

The appeal was filed by Virendra Kumar against the CPIO, SEBI, Mumbai regarding an RTI application dated June 29, 2026. The appellant sought detailed information about SEBI's handling of SCORES Complaint No. SEBIE/UC26/HAR/019942/1 filed by Geeta Rani against Bonanza Portfolio Ltd. The complaint alleged unauthorized F&O trades executed in the complainant's account, sale of demat securities without consent or prior intimation, and non-production of order placement evidence by the broker.

The appellant requested eight specific items of information including: details of action taken by SEBI on IGRP members' order findings against Bonanza Portfolio; copies of all file notings, internal notes, and correspondence relating to examination of the allegations; copies of any explanation, documents, audit trail, order logs, IP logs, dealer terminal records, or compliance reports sought by SEBI from Bonanza Portfolio; information on whether any regulatory, supervisory, inspection, enforcement, disciplinary or other action was initiated; copies of correspondence between SEBI and NSE; copies of examination notes, action taken notes, decision notes or other records prepared by SEBI while disposing of the SCORES complaint; specification of unavailable information with record retention policy details; and names and designations of officers who examined and approved the disposal of the SCORES complaint.

SEBI's CPIO responded on July 09, 2026, stating that the information sought does not pertain to the appellant. However, the respondent informed that the complete Action Taken Report (ATR) of SCORES Complaint No. SEBIE/UC26/HAR/019942/1 can be accessed from the SCORES portal after logging in with credentials. The respondent clarified that the complaint handling process on SCORES is entirely electronic and the ATR contains all information related to processing of the complaint, with no separate file notings maintained outside the system. All actions, observations, clarifications sought, and responses received are recorded as part of the action history within the system. The names of officers who examined and approved the disposal are available in the ATR, while their designations are publicly available on SEBI's website.

Final Outcome

The Appellate Authority dismissed the appeal, finding no need to interfere with the decision of the respondent CPIO. The authority agreed that the respondent had adequately addressed all queries in the application and noted that all relevant information is available through the electronic SCORES system.
